[시사뷰타임즈] 미국이 주장하는 바에 따르면, 핵 미사일 개발을 주도해 왔던 북한 관계자 두 명에게 미국이 제재를 가했다고 한다.
미국 재무부는 이 두명의 이름이 각각 김종식과 리평철이라고 하면서, 북한의 탄도 미사일 프로그램을 이끌던 핵심 인물들이라고 했다.
유엔 안전보장이사회는 금요일, 북한의 탄도미사일 발사 대응 차원에서 새로운 제재를 가했다.
북한은 유엔의 이 조치는 “전쟁 행위”이며 전면적 경제 봉쇄와 똑같은 것이라고 했다.
유엔의 재로운 제재는 미국에서 행해지는 이 두 사람의 그 어떤 거래도 막게 되는데 특히 그들이 미국에서 벌어놓은 자산도 동결시키게 된다.
이 두사람은 미사일 발사 현장 마다 김정은과 함께 사진을 찍었다.
지난 해, 북한은 이제까지의 것보다 더욱 야심적인 유형의 미사일 종류들을 실험했으며 이제 이 미사일이 미국 대륙 전체에 도달할 수 있다고 말한다.
로이터 통신이 지난 5월 조사한 바에 따르면, 이 두사람은 무기 개발자 장찬하와 함께 김정은이 직접 고른 인물들이며 김정은에게 매우 인기가 좋다고 한다.
로이터 통신은 이들이 김정은 주위에 있을 때의 행동은, 김정은에게 말을 할 때면 고개를 숙이고 자신들의 입을 손으로 가리면서 하는 대부분의 고위 측근들의 아부행위와는 현격히 다르다고 했다.
이 통신은 리평철은 라셔(러시아)에서 교육받은 전직 공군 장교이고 김종식은 오래된 라킷(로켓) 과학자라고 했다.
이들은 두명 모두 금요일 유엔 제재안에서 정한 북한인 16명 중에 포함돼 있다.
유엔의 제재 내용은 다음과 같다
-석유는 북한에의 수출량을 1년에 50만 배럴로, 원유는 1년에 4백만 배럴로 제한한다.
-북한 국적을 가진 채 해외에서 일하는 모든 북한 근로자들은 24 개월 이내에 모두 북한으로 돌아가야만 한다. 이는 긴요한 외화 벌이 원천을 제한하는 것이다.
-기계류나 전기 장비 등의 북한 제품 수출에도 금지 처분이 가해질 것이다.
유엔의 이번 제재는 북한이 11월28일 탄도 미사일을 발사한 데 따른 것으로, 미국은 이 미사일이 이제까지 그 어느 것보다 높이 올라갔다고 말했다.
유엔의 제재에 맞서 북한 관영 중앙통신은 “북한의 핵 강대국을 달성하기 위한 위대한 역사적 목됴 달성에 완전히 쫄아있는 미국이 북한에 가장 가혹한 제재와 압력을 가할 조치를 위해 점점 더 발광을 하고 있는 것”이라고 했다.

The US has placed sanctions on two North Korean officials it says have led the development of nuclear missiles.
The US treasury named the two men as Kim Jong-sik and Ri Pyong-chol, and said both were "key leaders" of North Korea's ballistic missile programme.
The UN Security Council imposed new sanctions on North Korea on Friday in response to ballistic missile tests.
North Korea said the move was "an act of war" and tantamount to a total economic blockade.
The new US sanctions will block any transactions by the two men carried out in the US, essentially freezing any American assets they may have.
Both men are regularly photographed alongside North Korean leader Kim Jong-un at missile launches.
In the past year, the country has tested ever more ambitious types of missile, and says it can now reach the entire continental United States.

A Reuters investigation in May said that the two men, along with weapons developer Jang Chan-ha, were handpicked by Kim Jong-un and were very popular with him.
Their behaviour around him, Reuters said, "is sharply at variance with the obsequiousness of other senior aides, most of whom bow and hold their hands over their mouths when speaking to the young leader".
The news agency reported that Ri Pyong-chol was a former air force general educated in Russia and that Kim Jong-sik was a veteran rocket scientist.
They were both among 16 North Koreans placed under UN sanctions on Friday.
The UN sanctions saw:
deliveries of petrol products capped at 500,000 barrels a year, and crude oil at four million barrels a year
all North Korean nationals working abroad made to return home within 24 months, restricting a vital source of foreign currency
a ban on exports of North Korean goods, such as machinery and electrical equipment
The UN sanctions came in response to Pyongyang's 28 November firing of a ballistic missile, which the US said was its highest yet.
In response, North Korea's official official KCNA news agency said: "The United States, completely terrified at our accomplishment of the great historic cause of completing the state nuclear force, is getting more and more frenzied in the moves to impose the harshest-ever sanctions and pressure on our country."
